Audit 9a.3: custom sheets → ModalBottomSheet (M3 parity)

CompletionHistorySheet + contractor-picker sheet now use
material3.ModalBottomSheet. Standard Material 3 dim-behind + swipe-down
dismiss + sheet state. Inner content unchanged.
