Ports iOS WidgetDataManager.swift semantics. DTO + JSON serialization +
pending-completion tracking + stats (overdueCount / dueWithin7 / dueWithin8To30).
Same-process DataStore is sufficient for Glance widgets.

Unblocks Streams K (widgets) / L (scheduler) / M (actions).
