docs: add comprehensive sync reliability documentation
Adds SYNC_RELIABILITY.md covering:
- Architecture overview with diagrams
- Component documentation (CloudKitService, CanonicalSyncService,
BackgroundSyncManager, NetworkMonitor, SyncCancellationToken)
- Data flow diagrams for all sync triggers
- Error handling strategies
